When amendments to the Standing Rules are being considered, the presbyters have come to use the phrase "first reading" to describe their initial presentation at a stated meeting. The vote that establishes the amendments occurs not during that first reading, but at the next stated meeting (see Article VII). This two-phase process affords all of the ministers and sessions an opportunity to review the proposed amendments and to be present at the stated meeting in which the vote is taken. The page lists any proposed amendments that have already been presented for their first reading and are due to be voted upon for adoption at the next stated meeting.
